CATSA and third-party screening contractor, Paladin Airport Security Services (PASS), depend on certified screening officers to help them to meet current and future contract obligations and effectively and efficiently deliver CATSA’s mission. PASS has committed to carrying out a transition plan that is free of interruptions to screening services. PASS is not anticipating requiring fewer screening officers for this contract and, in fact, anticipates continued growth in the number of screening officers required in Canada.
To ensure labour harmony and business continuity of operations throughout the transition, PASS recognizes your current Union as the bargaining agent for your employment. PASS further agrees to offer employment to all unionized screening personnel employed at airports identified in each respective Collective Agreements at the date of transition (April 1, 2024) and we will be facilitating an expedited hiring process for all unionized staff.
PASS will be releasing more details of the hiring process, including timelines, in future communications.
Yes, you will be required to accept an offer of employment with PASS to continue as a Screening Officer, effective April 1, 2024.
The Canada Labour Code has provisions requiring screening contractors to pay screening officers no less than what you were being paid under the previous contract, regardless of whether your employer changes.
PASS is committed to paying industry-leading compensation befitting the requisite skills and overall accountability associated with working as a screening service professional. PASS will be working closely with union representatives to publish more detailed information on compensation levels in the near future.
For those who accept employment with PASS as of April 1, 2024, PASS agrees to recognize the prior service and seniority of screening personnel as outlined in the collective agreement applicable to each respective airport.
Your certifications, training, and performance records are maintained by CATSA. This information will remain unaffected by the transition.
To facilitate a smooth transition to employment with PASS as of April 1, 2024, please continue to work with your current employer to maintain all your current certifications and good standing as outlined within the Recurrent Learning Program (RLP) of CATSA’s National Certification and Training Program (NTCP).
Transportation Security Clearances are granted by the Government of Canada and are unaffected by this transition. Your RAIC is granted by the airport authority. If you have accepted an offer of employment from PASS, the airport authority will require additional information from you to transfer your RAIC to your new employer, otherwise your RAIC will expire on March 31, 2024.
PASS is committed to working closely with CATSA and your union to make the RAIC transfer process as seamless as possible. Future communications will be released to address how this process will work in greater detail.

The new contracts focus primarily on the relationship between CATSA and the companies awarded the screening contracts as well as their management of screening services. That said, the screening services contracts will also introduce a number of improvements, including:
PASS will introduce several new Administrative and Management positions to the organizational structure under our contract with CATSA, which translate into greater levels of support for screening personnel and opportunities for promotion from within. These positions will be highlighted in future communications, virtual and in-person orientations, and hiring campaigns.
PASS values the experience and intellectual capital of front-line management personnel in the same manner that we do for screening personnel positions. To ensure alignment with PASS's culture and performance expectations as they related to the delivery of exceptional screening services to CATSA, we will facilitate an abbreviated interview process for front-line management personnel.
PASS will be working closely with your current employer to facilitate an efficient process for all parties and ensure that there is no possibility of service disruption to CATSA.
In the meantime, front-line management will continue to remain employed by their current employer.
PASS will take over responsibility for the CATSA contract on April 1, 2024. Between now and then, PASS has signed a contract that enables us to begin working on transition activities that will allow for a seamless handoff on April 1, 2024.
In the coming weeks, PASS will start to generate communications specific to each employee and airport classification to ensure that all parties are receiving consistent information in an efficient manner, which will continue throughout the entire transition. In addition to sharing updated information via the website, PASS will be arranging both virtual and in-person information sessions for current screening personnel and front-line management.
Screening procedures are set by CATSA based on Transport Canada regulations and are not affected by the new contracts.
